Summary:
Responsible for development of Human Resources practices and objectives that will provide an employee-oriented, high performance culture that promotes quality, productivity, goal attainment, and the recruitment and ongoing development of a superior workforce.
Scope of responsibility includes, but is not limited to:
regulatory and legal compliance; wage and benefit administration; staff recruitment, onboarding, development and retention; performance appraisal and improvement; employee and labor relations.
The Corporate Director of Human Resources provides expert support to facility administrators and supervises facility-based HR staff members of 10 skilled nursing facilities.
Core
Responsibilities:
Assures effective and standard HR processes and practices across operating units.
Facilitates communication of information between operating units.
Develops, disseminates and maintains HR policies in compliance with State and Federal labor laws and regulations.
Develops, disseminates and maintains standardized HR forms and documents for use at all facilities.
Monitors facility records including payroll, recruitment/selection, employee files periodically to assure compliance with policy.
Corrects deficits in a timely and comprehensive manner.
Ensures that operating units maintain a continuous state of regulatory compliance with HR standards through development and maintenance of corporate policies and standards, routine monitoring, and tracking and reporting of issue resolution.
Assists with the development of Plans of Correction for HR citations.
Monitors and assures that POCs are implemented and documented.
Oversees the implementation of Human Resources programs through Human Resources staff.
Monitors administration of established standards and procedures.
Identifies opportunities for improvement and resolves any discrepancies.
Oversees and manages the work of reporting Human Resources staff.
Encourages the ongoing development of the Human Resources staff.
Selects and supervises Human Resources staff, and coordinates company use of insurance brokers, insurance carriers, pension administrators, and other outside sources.
Defines all Human Resources training programs, and assigns the authority / responsibility of Human Resources and managers within those programs.
Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports.
Establishes an in-house employee training system that addresses company training needs including training needs assessment, new employee orientation or onboarding, management development, production cross-training, the measurement of training impact, and training transfer.
Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce.
Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
Conducts investigations when employee complaints or concerns are brought forth.
Monitors and advises managers and supervisors in the progressive discipline system of the company.
Monitors the implementation of a performance improvement process with non-performing employees.
Reviews, guides, and approves management recommendations for employment terminations.
Leads the implementation of company safety and health programs.
Monitors the tracking of OSHA-required data.
Reviews employee appeals through the company complaint procedure.
Rounds at facilities on a regular and routine basis, interacting with staff and leaders to assess needs and determine priorities in collaboration with the facility Nursing Home Administrator and department heads.
Other duties as requested and assigned.
Minimum
Qualifications:
Bachelor's Degree in Business or related field required, Master's Degree Preferred.
HR Certification preferred (PHR, SPHR or equivalent) If not currently certified; certification must be obtained within 12 months of hire.
5 years progressively more responsible leadership experience in Human Resources management including 2 years of experience as a facility Manager or Director.
5 years ADP Workforce Now, benefit administration, PBJ, DOL, EEOC, Union negotiation experience required Job Type:
